The tiller (green arrow) turns the rudder.  It is controlled by a ring of black rope that circles the entire cockpit.  Cordell ia pointing at a knot in that rope which indicates the position that the rudder is in.  When the knot is in the center, the rudder is straight.  Normally, the after deck sits on top here and so the tiller is not normally visible.
